It is bigger in Texas when you consider the City of Houston. As the largest city in the state and one of the largest cities nationwide, Houston is more than an oil town. Founded in 1836 and home to Rice University and the Astros, it also has a noteworthy museum district and operates the Texas Medical Center, one of the world's largest health care facilities. While a mayor oversees Houston's management, 14 council members (elected for two-year terms) have the power to enact and enforce city ordinances. With a population of more than 2 million, Houston operates through some 20 departments, including health and human services, police, and parks and recreation. It has an annual budget of about $2 billion.
