Lillie L. Rice, member of a pioneer Colville family, spent the last years of her life in Walla Walla with her daughter, Mrs. Jess Webb. Mrs. Webb was largely responsible for organizing an activity center here, in 1960 and serving as its volunteer director for four years.

Mrs. Rice, a staunch friend of persons with handicapping conditions, worked tirelessly on their behalf, despite illness and invalidism. Her name was given as a tribute to the memory of a gallant woman, sharing with her daughter a singular dedication to the welfare of children and adults with a disability.
